HP increases

Can anyone shed some light on characters HP? I thought it increased over time but I have noticed that doesn't seem to be happening. Is it maybe that HP doesn't increase when you are in possession of Potions?

In many of the outdoor areas and some of the early dungeons, if you stand still your HP goes up slowly.
